KCA Traffic Calming Plan Narrative/Notes
Compiled from meeting held January 12, 2000
This narrative is meant to explain changes on accompanying map. Note - all recommended
changes are indicated on map and circled with a dotted line.
Orton/St. John's Place
- No changes in direction/calming devices required
Hudson Street.

Raised intersection (#8) at Hudson/Cottage and Hudson/Plymouth. KCA requests additional
study of Hudson/Cottage/Plymouth intersection to reduce speeding vehicles. One of worst
intersections in area.
- Raised intersection (#8) just west of Orton Place, at entrance of parking lot. This will help to slow
down traffic for children who cross this intersection to use playground on Hudson Street at School
#36.
- Gateway with build-outs (#4) at Wadsworth Street to form "one lane" when going into Wadsworth
Street. Terrible intersection.
Wadsworth Street
- Raised intersection (#8) on Wadsworth at Hudson to help slow traffic. Cars speed down
Wadsworth which is a hazard for the MANY children who live on the street.

Plymouth Ave (1st block - Hudson to Pennsylvania)
- Choker (#5) at Hudson Street to help calm cars veering into intersection.
- Gateway with build-outs (#4) at Pennsylvania Street.
Plymouth Ave (2nd block - Pennsylvania to Jersey)
- Gateway with build-outs (#4) at Pennsylvania Street.
Pennsylvania Street
- KCA is opposed to any change in direction of Pennsylvania Street (Fargo Plan).
- Remove traffic guidelines at newly added green space at Wadsworth. Confuses motorists - was
better with changes and no lines.
- Choker (#5) at Normal, outside of Coda Restaurant, 350 Pennsylvania.
- Alternating choker (#5) at southeast corner of Pennsylvania at West.
- Recommend continuing alternating chokers down Pennsylvania to Niagara to help slow traffic yet
keep existing traffic route open.
Jersey Street
- Raised intersection (#8) at Jersey and West.
- Raised intersection (#8) at Jersey and Plymouth.
- Cut-off (#1) at Jersey and Porter/two way traffic change between Plymouth and Porter. This
forces traffic on both Jersey and Plymouth to continue to Porter rather than proceed up Jersey.
Normal Street
- At Normal/Porter/Jersey intersection request study and/or recommendation for some type of
device - stop sign/light/raised intersection to help slow traffic. VERY dangerous intersection.
Light would be preferred, but most costly option.
Porter Avenue
- Request timed lights to encourage motorists to use Porter Avenue instead of residential side
streets when going to Niagara Street (intersection at Porter/York particularly bad and a bottleneck
because of badly timed lights).
General Comments/Recommendations
- Recommend use of 2-way traffic on streets where feasible to help slow down traffic.
- Aggressively enforce existing traffic limit/noise/parking laws - perception of lawlessness in area.
